The Railway Rates Tribunal of India is a statutory judicial forum constituted by an enactment of Parliament (Central Act LXV of 1948) under the provisions of the Indian Railways Act, 1890 (which came into being with effect from 04.04.1949), functioning at No. 5,Dr. P. V. Cherian Crescent Road, Egmore, Chennai 600 008. The Railways Act, 1989 was enacted by Parliament in the Fortieth year of Republic of India by consolidating the amendments relating to Railways and it has come into force on and from 1st July 1990.

The Constitution, its powers, duties and obligations are enumerated in Chapter VII of the Railways Act, 1989 which comprises of Section 33 to Section 48. The indisputable position is that it is not part of any “Railway Administration”. Clause 40 of Section 2 makes it clear that the Tribunal means the RRT and constituted under Section 33 of the Act 1949.
